New Delhi: Sustained indigenization initiatives taken by the Delhi Metro Rail Corporation (DMRC) have resulted in 90 percent of the Delhi Metro trains being manufactured in India.
Contract conditions mandating indigenization have resulted in major coach manufacturing companies setting up production facilities within the country. Manufacturing units set up to supply Metro trains to DMRC are now engaged in manufacturing of trains that will be exported to Australia for Queensland and Sydney Metros.
The contract conditions in DMRC train contracts mandates a cap on upper limit of 25% for production abroad while the balance of the contract order has necessarily to be manufactured in India either through tie ups or a wholly owned subsidiary. Quality of the final product does speak about the effective quality assurance in Local Manufacturing programs in India.
As a result, three Metro coach manufacturing units have already been established in India. While Bombardier Transportation has a unit in Savli, Gujarat, state owned Bharat Earth Movers Limited has a unit in Bengaluru. Alstom has also established a new facility at Sricity near Chennai in Tamil Nadu. The DMRC has so far been able to keep the capital cost for procurement of these coaches at a consistent level over the last 10 years. These costs are substantially lower to the cost of Metro coaches world over. More stringent reliability and availability standards which have been achieved over the 3 phases of procurement have only added more value to the passenger services.
Besides manufacturing coaches in the country, 18 major sub systems of these coaches, have also been indigenized in the country in a phased manner. This has led to lot of ancillary industry and skilled man power development in house. Window glasses, battery boxes, brake blocks, bogie frames, vacuum circuit breakers, HVACs, Propulsion etc are being manufactured in India now.
To discuss and deliberate on the subject of indigenization in Metro trains further, a seminar namely, ”Metro Rolling Stock: Quality Indigenization for Global Markets, Delhi Metro’s Initiative” was organised today at Metro Bhawan. All the major Metro Trains and subsystem manufacturers participated in an exhibition that displayed the latest technologies available in the sector today. The seminar also deliberated about the scope of further localisation.
The programme was inaugurated by Member (Electrical), Indian Railways, Sh. Navin Tandon in the presence of DMRC’s Managing Director, Dr. Mangu Singh and other senior officials. Dignitaries from all major Rolling Stock manufacturing and ancillary companies, Railways as well as other Metro systems attended the seminar.
“Delhi Metro’s initiatives to indigenize the manufacturing of its trains and ancillary technologies is in consonance with the ‘Make in India’ initiative of the Government of India and we now have three Metro coach manufacturing units in India to cater to the requirements of Metro market, which is a very positive development,” said Dr. Mangu Singh, MD, DMRC.
“The Delhi Metro has been a catalyst in ushering in a revolution in the sphere of indigenization of Metro trains,” Railway Board’s Member, Electrical, Sh. Navin Tandon, who was the chief guest, said. He also appreciated the steps taken for quality manufacture of rolling stock (trains) in the country.
“About 90 percent of the trains procured by DMRC so far have been manufactured in India. This has become possible due to the continuous efforts towards indigenization of the rolling stock technologies. However, we cannot rest on our laurels and will try to further increase the percentage of indigenously built trains in our Metro system,” DMRC’s Director, Rolling Stock, Sh. HS Anand said.
